Home Care Packages, explained: know your options (and what’s changing)

For many older Australians, there’s no place like home. Home Care Packages (HCPs) provide government-funded support so you can live safely and independently where you’re most comfortable. With the Australian Government’s Support at Home program commencing 1 November 2025, here’s what you need to know now – and what’s ahead – so you can choose with confidence. 

 

How Home Care Packages work (now) 

An HCP gives you a personalised budget for services delivered by a provider such as Anglicare At Home. There are currently four levels, from basic help to high-level care. Together, we tailor a plan around your health, goals and routine. 

Typical services include: 

  • Personal care (showering, dressing) 
  • Domestic assistance (cleaning, meals) 
  • Allied health (physio, podiatry) 
  • Transport and social support 
  • Equipment and home modifications 

 

What’s changing from 1 November 2025 

The Support at Home program will replace the current HCP system. Key changes include: 

  • More precise funding: moving from 4 levels to new support classifications aligned to your needs. 
  • Simpler access: a single assessment process. 
  • Better fit for daily life: clearer categories for clinical care, independence supports and everyday living. 
  • Assistive tech & modifications: improved access via separate funding streams. 
  • Transparency: clearer rules for fees and charges, with price caps planned from mid-2026. 

If you already receive a Home Care Package, the Government has indicated you’ll transition to the new system, with continuity of support.
