Existing Home Care Package Client

From 1 July 2025, Home Care Packages (HCP) and Short-Term Restorative Care (STRC) will transition to Support at Home. Your care will be transitioned to the appropriate level under the new structure and you will receive the same level of funding.

Understanding your Support at Home Letter

About the letter you received

If you or your loved one currently receives a Home Care Package, you will have recently received a letter from the Australian Government about the upcoming transition to the new Support at Home program, starting 1 July 2025.

There are two versions of the letter:

  • One for people approved before 12 September 2024
  • One for people approved on or after 12 September 2024

Both versions provide similar key information but may have slight differences depending on your approval date.

How to read the letter

  • You're moving to Support at Home on 1 July 2025.
  • Your care continues.
  • New features: quarterly budgets and new funding options.

How will the changes to Support at Home affect my care?

Home Care Packages (HCP) and Short-Term Restorative Care (STRC) will transition to Support at Home from 1 July 2025. Your care will be transitioned to the appropriate level under the new structure and you will receive the same level of funding.

The Government has introduced a 'no-worse off' principle, ensuring that clients receiving home care before 12 September 2024 will not pay more for their care than they did previously.

Please note that some clients may be required to pay a higher fee to maintain their current care and services if the updated pricing exceeds their individual budge

What will I need to do?

Your care partner (an Anglicare team member) will guide you through any changes, including updates to your care agreement or contribution level, where applicable. You’ll be automatically transitioned to the new Government Support at Home program, and there’s no need for reassessment unless your care needs have changed.

What if my needs change?


If your needs change, you’ll be reassessed and may be recategorised to ensure your support remains appropriate. The "no worse off" principle means that if you're currently paying an Income Tested Care Fee (ITCF), your costs won't increase unfairly under the new Support at Home (SAH) contribution model.

How is the Support at Home program different?



  • New care levels: Your current Home Care Package (HCP) level will remain the same under the new program. The Support at Home program introduces 8 new classifications for assessing care needs, but existing HCP clients will retain their approved level (1–4). If you are reassessed following 1 July 2025, you will be allocated into one of the new 8 levels of care at an equivalent or higher level.
  • Greater funding available: Participants will now be able to access up to $78,000 per year of care.

  • Introduction of short-term pathway: Short-term Restorative Care and Assistive Technology and Home Modifications scheme.
  • Quarterly budgets: Annual budgets will be divided into four quarterly budgets.
  • Upfront support programmes: Allow you to receive upfront funding for Assistive Technology or Home Modifications

  • Support at Home will have a defined service list, which outlines the services that participants can access under Support at Home.
  • Capped Care management: Every participant of Support at Home will have 10% of their budget allocation attributed to care management that will be charged by their care provider. 

How will my funding change?

From 1 July 2025 your funding will be allocated in quarterly budgets. This will replace the annual budgets that you will have had previously. If you do not use your full allocation you can carry over maximum 10% or $1,000 (whichever is more) of your quarterly budget to the following quarter. You can also use it to contribute to AT-HM costs.
